Virginia Resources

This section provides access to key state resources supporting early childhood education and special education services. These organizations offer professional development, technical assistance, and guidance on early childhood education, inclusion, and developmental support. Educators, families, and faculty can use these resources to enhance learning experiences and access services for young children.

CEEDAR Virginia

CEEDAR Virginia focuses on strengthening educator preparation and support through three key areas:

Pre- and In-Service Educator Support – Facilitates training, course and program reviews, and revisions to align with High-Leverage Practices (HLPs) and clinical practice.
In-Service Educator Mentoring – Enhances mentorship, induction programs, and partnerships with Virginia’s Training and Technical Assistance Centers (TTACs) to support educators in the field.
Local Education Agency (LEA) Collaboration – Uses data-driven strategies to address teacher pipeline challenges and improve recruitment and retention efforts.

These efforts ensure educators receive the necessary training and resources to effectively support all learners.

Virginia Department of Behavioral Health and Developmental Services (DBHDS)

The Virginia Department of Behavioral Health and Developmental Services (DBHDS) provides early intervention, behavioral health, and developmental services for children with disabilities. Early childhood faculty can use DBHDS resources to embed developmental screening, early intervention services (Part C), and disability policies into coursework, preparing future educators to support young children with disabilities and connect families to essential services.

How to Get Help When Concerned About a Child’s Development

The How to Get Help When Concerned About a Child’s Development resource provides guidance on identifying and addressing developmental concerns in children birth to age 5. It explains Early Intervention (EI) services for infants and toddlers through Infant & Toddler Connection of Virginia (ITC) and Early Childhood Special Education (ECSE) services for preschool-aged children through local school divisions. Early childhood faculty can use this resource to educate future educators on recognizing developmental delays, communicating concerns with families, and referring children to appropriate support services.

VA Inclusion Resource (VA LEADS ECSE)

The VA Inclusion Resource (VA LEADS ECSE) provides guidance, tools, and best practices to support the inclusion of young children with disabilities in early childhood programs. It offers professional development, policy guidance, and instructional strategies to help educators create inclusive learning environments. Early childhood faculty can use this resource to embed inclusive teaching practices, collaboration strategies, and legal frameworks into coursework, preparing future educators to support all learners effectively.

VDOE's Early Childhood Special Education (ECSE)

The Virginia Department of Education's Early Childhood Special Education (ECSE) (Ages 2-5) Resource provides information on special education services for young children with disabilities under IDEA Part B. Early childhood faculty can use this resource to embed evaluation, service delivery, and family collaboration into coursework, helping future educators understand how to support preschool-aged children with disabilities in early learning settings.

VDOE's Early Intervention (Birth–Age 2)

The Virginia Department of Education's Early Intervention (Birth–Age 2) Resource provides guidance on Part C early intervention services, supporting infants and toddlers with developmental delays. Early childhood faculty can use this resource to embed early identification, service coordination, and family-centered intervention strategies into coursework. It helps prepare future educators to recognize developmental concerns, collaborate with service providers, and support families in accessing early intervention services.

Virginia Guidelines for Early Childhood Inclusion

The Virginia Guidelines for Early Childhood Inclusion provide a framework for creating inclusive learning environments for young children with disabilities. Early childhood faculty can use this resource to embed best practices, legal requirements, and strategies for individualized support into coursework. It helps future educators understand how to implement inclusive teaching approaches, collaborate with families and specialists, and ensure all children have access to meaningful learning experiences.
